on an Ordinance entitled An Ordinance to
amend the Regulation of Chinese Ordinance
1888.

A
The object of this small Ordinance is to try and
obtain a more satisfactory and ready compliance with the
provisions of the law relative to the egistration of house-
hollers. The duty, imposed on householder by the law, of
notification to the proper authority of the necessary parti-
culare concerning himself and his residence and the further
auty of rendering similarly a notification of any change in
tenancy have been found not to be readily complied with; this
neglect has been it is thought due in the past largely to the
fact that ocrtain fees vere chargeable in connection therewith,
There fees vere contained in the First Schedule to the Regulation
of Chinese Ordinance, 1888, and were as follows:-
fees compliance with the law will be more readily undertaken; whilst it is also proposed that by the aid of the District watch- man a more close system of supervision of the working of the law

of these fees the Ordinance imposes a more severe penalty in cases of contravention of the provisions of the law; this increase of penalty seems to be reasonable in view ofthe remission of the feel

Section 1 of the Ordinance is formal.
Section 2 of the Ordinance increases the penalty for contravention of the law from a fine of $50 to $100 upon a first conviction and from $100 to $200 in respect of a second
conviction.

Section 3 of the Ordinance does away with the charges
referred to above in manner indicated.

In my opinion this is an Ordinance to which His Excel-
lency the Governor may properly assent in the name of His Lajesty
and on His behalf.

By the present Ordinance the first, second, third, fifth
and sixth items are done away with and in future no charge
will be ade in connection with the registration of any
house and householder or change of tenancy or removal of a
registered householder, The item No. 4 connected with the
Living of a Bond by a non-resident householder must of course
remain as it is; whilst in the event of any certified extracts
from the register being at any time required, the fee will in
future be charged under the provisions of the Official Signa-
tures Fees Ordinances, 1888-1913. The loss of revenue involved
vill be very small an it is hoped that by the abolition of these
